Movie Review: Heads of State (2025)

Heads of State is a wild, adrenaline-fueled blend of political satire and globe-trotting action, delivered with the swagger of a buddy comedy and the stakes of a spy thriller. Directed by Ilya Naishuller (Nobody), the film is a high-octane mashup of Air Force One, Rush Hour, and Mission: Impossible, with just the right dose of irreverent humor and unexpected heart.


The unlikely duo of John Cena and Idris Elba—as a brawny, ex-Hollywood-hero U.S. President and a stoic British Prime Minister—steal the show with their explosive chemistry and endless banter. Cena brings his usual charm and comedic timing, while Elba grounds the chaos with gravitas. Their journey from enemies to reluctant allies to best friends is surprisingly compelling and the emotional glue of the film.


Priyanka Chopra adds gravitas and sharp wit as MI6 agent Noelle Bisset, giving the film both intensity and emotional stakes. The globe-trotting narrative—from Spain to Belarus to Trieste—keeps the pace brisk, and the action sequences are creative and fun, especially a train fight and a dramatic firetruck chase through Italy.


Paddy Considine's Viktor Gradov is menacing enough, though a bit underwritten, while Carla Gugino as Vice President Kirk adds a clever political twist to the standard betrayal trope. The plot isn't without clichés—fake deaths, rogue agents, and conveniently-timed explosions—but it leans into them with such self-awareness that it rarely feels stale.


The film shines brightest in its banter, surprising emotional beats, and stylish action. It may not reinvent the genre, but it delivers exactly what it promises: a fun, smartly-executed summer blockbuster that doesn't take itself too seriously. A must-watch if you enjoy big personalities, spy hijinks, and old-school action-comedy done right.


Verdict:

Explosive, hilarious, and unexpectedly heartfelt—Heads of State is the political action comedy we didn't know we needed in 2025.
