Uttarakhand – The Only State with Two Capitals

Dehradun – Winter Capital

Dehradun sits in the foothills and has long been an important administrative center. It became the temporary capital of Uttarakhand in 2000 after the state was created. Dehradun offers better accessibility, modern infrastructure, and a strong historical link as a former British administrative hub. It remains the main seat for government offices, universities, and businesses throughout the year.

Gairsain – Summer Capital

Gairsain, located almost at the border of Garhwal and Kumaon in Chamoli district, was declared the summer capital in 2020. This step was taken to fulfill the demands of statehood activists and hill communities who wanted the capital in the heart of the mountains. Gairsain represents the hopes of hill people for development and balanced governance. The Uttarakhand government holds legislative sessions and official functions here in summer, aiming to bridge inequalities between hills and plains and decentralize administration.

Why Two Capitals?

The decision for dual capitals was made to ensure fair development and administrative focus across Uttarakhand’s challenging terrain. Dehradun serves as the main administrative and logistical center, while Gairsain gives representation to remote hill areas, encouraging inclusive growth and unity between Garhwal and Kumaon regions. State movements and local leaders had long called for Gairsain as capital, seeing it as a symbol of regional identity and pride.

Challenges and Changes

Having two capitals poses logistical and financial challenges—moving staff, organizing legislative sessions, and building infrastructure in Gairsain. However, many locals believe the benefits outweigh the drawbacks since it brings decision-making closer to the hills and offers hope for balanced development and recognition of mountain communities.

Historic Movements

Gairsain's status is the result of years of activism, hunger strikes, and political debates dating back to the 1960s. Statehood activists and local parties campaigned strongly for a hill capital, making Gairsain a rallying point for Uttarakhand aspirations.
