Can a passenger travel if one train ticket in a PNR remains on waiting list?

This is a crucial and often confusing question for Indian Railways passengers. The short answer for e-tickets (booked online) is Yes, the passengers with confirmed/RAC status can travel, and the waitlisted passengers on the same PNR are generally permitted to board as well, but they will not have a confirmed berth/seat.

1. The Status after Chart Preparation

Partially Confirmed/RAC PNR: If a single PNR has at least one passenger with a Confirmed (CNF) or Reservation Against Cancellation (RAC) status, but other passengers on the same PNR are still on the Waiting List (WL), the ticket is considered Partially Confirmed/RAC.

Action: In this scenario, the PNR DOES NOT get automatically cancelled.

2. Travel Authorization

Boarding the Train: All passengers listed on that partially confirmed/RAC PNR, including the waitlisted passengers, are permitted to board the train. Their names will appear on the final reservation chart.

The Difference:

  The Confirmed passengers have a guaranteed berth/seat number.

  The RAC passengers have a guaranteed shared berth (usually a side-lower berth to be shared with another RAC passenger).

  The Waitlisted (WL) passengers, although allowed to board, do not have a guaranteed seat or berth of their own.

3. What Waitlisted Passengers Must Do (On a Partially Confirmed PNR)

 Adjust and Accommodate: The waitlisted passengers will need to travel by adjusting and sharing the confirmed/RAC berths/seats of their co-passengers on the same ticket. They cannot occupy any vacant seat until the Travelling Ticket Examiner (TTE) officially allots it.

Meet the TTE: The TTE is responsible for finding space. They will check for 'No Show' passengers (confirmed passengers who did not board) or cancellations during the journey.

TTE's Allotment: If a berth becomes vacant, the TTE will first allot it to RAC passengers, and then to the waitlisted passengers from the partially confirmed PNR on a priority basis. Waitlisted passengers must wait for the TTE to make an official allotment.

4. What Happens in a Fully Waitlisted PNR?

 Fully Waitlisted PNR: If all passengers on an e-ticket remain on the Waiting List (WL) even after the final chart preparation, the PNR is considered Fully Waitlisted.

 Action: The e-ticket is automatically cancelled by the system, and a full refund is processed to the passenger's account without any cancellation charges.

 Consequence: In this case, NO passenger is allowed to board the reserved coach. If found travelling, they are treated as traveling without a ticket and will be fined, as per extant Railway Rules.

5. Distinction: E-Ticket vs. Counter Ticket

 E-Tickets (Online): The rules above apply to e-tickets. A fully waitlisted e-ticket is automatically cancelled.

Counter Tickets (Offline/PRS): If a counter ticket is partially or fully waitlisted, it is not automatically cancelled. The waitlisted passenger is allowed to board the train but must travel in the general (unreserved) coach or, at the TTE's discretion, stand/adjust in the reserved coach without a guaranteed berth until one is allotted. To claim a refund for a waitlisted counter ticket, it must be manually cancelled at a counter.
